Overview

This document specifies all significant hazards, hazardous situation and events as listed in clause 4 relevant to stationary and displaceable hand fed surface planing machines fitted or not with demountable power feed unit - hereinafter referred to as "machines" - designed to cut solid wood, chipboard, fibreboard and plywood when they are used as intended and under the conditions foreseen by the manufacturer including reasonably foreseeable misuse. This document does not apply to: a) machines set up on a bench or a table similar to a bench, which is intended to carry out work in a stationary position, capable of being lifted by one person by hand. Transportable motor-operated electric tools are dealt with by EN 61029-1:2000 together with prEN 61029-2-3:2002. b) Hand held planers, including any equipment permitting their use in a different mode, such as bench mounting. Hand-held motor-operated electric tools are dealt with by EN 60745-1:2006 together with EN 60745-2-14:2003. This document is not applicable to hand fed surface planing machines which are manufactured before the date of its publication as EN. Machines covered by this document are listed under A.2 of Annex IV of the Machinery Directive. This standard contains the German version of EN 859:2012, which has been prepared by Technical Committee CEN/TC 142 "Woodworking machines - Safety" at the European Committee for Standardization (CEN). The following essential modifications have been made with respect to DIN EN 859:2010-06: a) Clause 1 has been extended to include machines for working hardened plastic materials with similar physical characteristics as wood; b) normative references have been updated to include the new editions of the referenced standards; c) in clause 4 the "List of significant hazards" has been revised with regard to EN ISO 12100:2010; d) in subclause 5.2.1 "Safety and reliability of control systems", the design requirements for control circuits in certain categories have been replaced by specifications for performance levels; e) in subclause 5.2.1 "Safety and reliability of control systems", the subclauses 5.2.1.2 "Use of well tried components" and 5.2.1.3 "Use of electronic components" have been deleted; f) the requirements for starting in subclause 5.2.3 have been revised; g) the requirements for braking in Subclause 5.3.4 have been revised; h) further requirements have been included in Subclause 5.4.3 "Emission of chips and dust"; i) Annex E "Use of well tried components" has been deleted; j) Annex F "Use of electric components" has been deleted; k) informative Annex ZA on the relationship between this European Standard and the Essential Requirements of EU Directive 98/37/EC has been deleted; l) informative Annex ZB on the relationship between this European Standard and the Essential Requirements of EU Directive 2006/42/EC has been renamed as Annex ZA; m) the Bibliography has been updated. The national interests during the preparation are represented by Committee NA 060-06-01 AA "Sicherheit" ("Safety") of Technical Section "Woodworking machines" of the Mechanical Engineering Standards Committee (NAM) at DIN. Representatives of the manufacturers and users of surface planing machines, and of the employers' liability insurance associations are involved in the preparation.
