Guidelines for Disaster Risk Preparedness Solutions

Jointly led by the SYNERGIES and PARATUS projects under the Horizon Europe programme, the proposal aims to develop a CEN Workshop Agreement (CWA) focused on the standardisation of how preparedness solutions for disaster risk preparedness are presented, maintained, and made discoverable. The initiative reflects a shared commitment to enhancing resilience across Europe by harmonising methodologies, frameworks, and tools through which solutions are accessed and understood, thereby enabling more effective preparedness and coordination in the face of increasingly complex, cross-sectoral, and compounding disaster risks. Building on the respective strengths of SYNERGIES in systems-based preparedness frameworks and PARATUS in dynamic risk assessment for multi-hazard environments, the Workshop will serve as a collaborative platform to standardise the way technical outputs are described, shared, and sustained, promoting alignment among stakeholders and facilitating the uptake of solutions developed by diverse projects. The scope encompasses the development of standardised approaches that promote collaboration across organizations, support effective planning, and optimize the use of resources in preparedness activities. The CWA will also reflect the value of data-driven decision-making, leveraging open-source tools, stakeholder co-creation, and broader system-level insights to ensure that preparedness measures are searchable, scalable, adaptable, and replicable across geographic and institutional contexts. Informed by the SYNERGIES Advisory Board, the PARATUS stakeholder hubs, and a wide range of contributors from across the disaster risk preparedness community, the Workshop will engage policymakers, emergency services, humanitarian actors, researchers, and civil society through structured dialogue and consensus-building. Furthermore, the CWA process will be open to contributions from other Horizon Europe projects operating within and beyond the Societal Resilience Cluster (SRC), including those from the Responder Technology Cluster (RTC) and the CBRNe and Standardisation Cluster (CSTAC), as facilitated by CMINE. This reinforces cross-cluster knowledge exchange, alignment, and collaboration. Aligned with the objectives of Work Package 5 of SYNERGIES, the participatory service-oriented approach of PARATUS, and the broader ambition of Task 5.4, this Workshop will significantly contribute to the dissemination, exploitation, and long-term usability of key project outcomes. Ultimately, it aims to support the development of a more coherent, sustainable, and operationally effective European disaster preparedness landscape.
