Overview

Passenger vessels shall have a safety rota and safety plan in accordance with EU Directive 2006/87/EC of the European Parliament and of the Council of 12 December 2006 laying down technical requirements for inland waterway vessels and repealing Council Directive 82/714/EEC 1. This standard provides guidance for establishing a safety rota and a safety plan on passenger ships. It also describes the necessary rules of conduct for passengers on cabin ships. A Supplement 1 to this standard is in preparation and contains an example of a safety rota and a safety plan. Every crew member and every member of the onboard personnel shall know which tasks they have to perform for an emergency on board a passenger vessel in inland navigation. The essential tasks for the different positions in one of the specified emergencies are listed here for the emergencies of average, fire on board, evacuation, person overboard. The purpose of the safety rota is to distribute these tasks so that each person on board knows their role in an emergency and tasks are not duplicated or certain people have too many tasks (for example, a skipper cannot secure the vehicle and rescue a drowning person at the same time). The safety plan is used for quick orientation, especially of non-operating persons (for example passengers, rescue forces) in case of emergency. This standard is intended to help establish the safety rota and safety plan according to uniform and comprehensible criteria. Furthermore, with the help of this standard it should be made easier for those responsible in a passenger ship operation to train and deploy the employees on board in such a way that qualified assistance can be provided in the event of any of the aforementioned emergencies. The committee NA 132-07-01 AA "FA Binnenschifffahrt, Wasserfahrzeuge, Hafenanlagen (BWH) and NA 132-07 FB" ("Inland navigation, inland vessels, port facilities and Steering Committee of Section Inland Navigation Vessels") of DIN Standards Committee Shipbuilding and Marine Technology (NSMT) is responsible for this standard.
