DIN Standards Committee Tools and Clamping Devices

Overview

This standard contains safety regulations. It specifies safety requirements and protective measures to be adopted by persons undertaking design, construction and supply (including installation and dismantling, arrangements for transport and maintenance) of stationary grinding machines intended to be used for the grinding of workpieces of cold metal. According to this standard, stationary grinding machines are machine tools fixed in position during operation which are intended to machine workpieces by means of abrasive products and can include one or more grinding methods. Examples of stationary grinding machines are external and internal cylindrical grinding machines, surface and tool grinding machines, cutting-off machines, bench or pedestal as well as swing frame and high-pressure grinding machines. This standard contains the following groups of significant hazards which are specified in detail: mechanical hazards, electrical hazards, hazards generated by noise and vibration, by materials and other substances processed or used by the machinery, hazards generated by neglecting ergonomic principles in machinery design, by unexpected start-up and unexpected overrun/overspeed, due to failure of power supply or of the control circuit, due to falling or ejected objects or fluids, and hazards due to loss of stability/overturn of the machine. This standard does not apply to honing, polish and belt grinding machines. It only applies to machines which are manufactured after the date of issue of this standard. In this standard, particular safety requirements or protective measures for the individual hazards are specified in detail, as well as measures for establishing conformity with these requirements. Further requirements cover the instruction handbook and marking of the grinding machine. In the normative annexes, requirements for abrasive product guards, tool holding devices, the machining of materials generating flammable or explosive dusts, and noise emission determination, declaration and verification are specified. The informative annexes deal with measures for the reduction of noise emission, calculation of clamping force or tightening torque for flanges and a compilation of particularly relevant clauses of the standard for different stationary grinding machines. The European standard defines relevant requirements set out in Annex I of the EC Machinery Directive 98/37/EC (valid until 28 December 2009) and of the new Machinery Directive 2006/42/EC as of 29 December 2009, for stationary grinding machines which were placed on the market in the EEA for the first time, in order to facilitate the verification of the conformity with these requirements. Once it is cited in the Official Journal of the European Communities, it is deemed a harmonized standard, and thus a manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive covered by this standard (so called presumption of conformity). With the incorporation of European Amendment A1, the European standard has been adopted the new version of the EC Machinery Directive 2006/42/EC in order to ensure that the standard is also used to complete the new version of this EU Directive and, thus, continues to be designated as a harmonized standard in the Official Journal of the European Union. The incorporated Amendment A1 is short: it contains the update of a normative reference, the inclusion of a note in the noise subclause of the instruction handbook clause, a supplement to the marking clause and the inclusion of a further informative annex on the relationship between this standard and the essential requirements of EU Machinery Directive 2006/42/EC. The standard contains the German Version of the European Standard, which has been prepared by Working Group CEN/TC 143/WG 2 "Stationary grinding machines and abrasive products - Safety" (secretariat: DIN) of CEN/TC 143 "Machine tools - Safety", the secretariat of which is held by SNV (Switzerland).
