Overview

The IEC Smart Grid Standardization Roadmap states that the "the standardization process should provide a formal pathway between the application as required by the smart grid (stakeholders) and the standards themselves, that is, a 'top-down'" process. At the same time it has been recognized that, for a variety of reasons, this pathway did not correspond to the actual implementation pathway in many cases. As a result, several standards contain conflicting specifications. The purpose of the IEC system approach is to ensure and improve interoperability between smart energy systems and their components. This approach is based on the business imperatives expressed by the market. purpose of identifying and sharing general smart grid requirements is to establish a foundation for future standardization work and standards that ensure and facilitate the deployment of smart applications. These requirements should then support the work of IEC SyC Smart Energy with other technical committees in order to ensure that technical standards are developed while taking the needs and priorities of the smart grid market into consideration. Application cases in the IEC SyC Smart Energy (C/1845/RV) top-down approach are tools for identifying smart grid requirements that are used to assess situations in standards (gaps or overlaps) and thus contribute to interoperability. These requirements may also continue to be used as input for interoperability profiles for the testing phase.
