How China is shaping international standardization Interview with Dr. Betty Xu
( 2025-07-31 ) International standardization is essential for facilitating global trade, stimulating innovation, and mitigating climate change – and China is becoming increasingly important in this process. Almost 20 years ago, in 2006, the Seconded European Standardization Expert in China (SESEC) project was established to foster collaboration between Chinese and European standardization bodies and facilitate mutual comprehension of regulatory frameworks. We spoke with Dr. Betty Xu, director of SESEC since 2014, about recent reforms in China’s standardization system, the opportunities and challenges both global players are facing today and what she believes is needed for stronger cooperation. New standard for the ReqIF™ format Clear rules for data interpretation
( 2025-02-18 ) DIN DKE SPEC 99200 now defines a uniform standard for the interpretation of the ReqIF™ format. This makes the exchange of relevant information even easier and smoother for companies. Companies cooperate with numerous partners within the supply chain. However, the exchange of technical data is often difficult when different systems and standards clash. This slows down processes and reduces efficiency. If the interpretation of the data supplied is not standardized, misunderstandings can arise. This was previously the problem with the ReqIF™ (Requirements Interchange Format) file format. The format is used to exchange requirements between different tools and companies. It enables a reliable transfer of these requirements - for example of metadata, descriptions and relationships, such as between customer and supplier. Until now, however, the format has been interpreted differently by users due to a lack of standardized interpretations. More

Reduced workload for employees, higher turnover, lower costs: DIN and DKE demonstrate the advantages of SMART standards For the first time, DIN and DKE have evaluated the economic benefits that SMART standards have for companies
( 2024-04-22 ) By using SMART standards, companies can potentially increase their turnover by up to 60 percent – the degree of digitization of the company and the standards provided play a decisive role here. DIN and DKE established this in conjunction with the Digital Standards Initiative (IDiS). They examined how the use of SMART standards affects a company’s process quality, product quality and sales potential and what influence they have on employees or the organization. The results showed that the time required is significantly reduced. The workload of employees is also reduced, allowing them to concentrate on other tasks. Material costs can be roughly halved, while the number of orders processed can even be doubled in the best-case scenario. More

( 2024-04-17 ) On 16 April 2024, the episode entitled “Viele Normen - Teure Wohnungen? - Vom Bürokratiewahnsinn im Wohnungsbau” [Numerous standards - expensive apartments? - The bureaucratic madness in housing construction] of the feature programme “SWR Story” examined the topic of standardization in the housing construction sector. Unfortunately, due to its in part very biased, one-sided and misleading statements, the programme does not make a substantial contribution to the important debate about rising costs in housing construction. In numerous instances, the feature shows a lack of thorough examination of the underlying subject. More

The ruling of the European Court of Justice strengthens the proven division of labour between the European Commission and private sector standardization Statement of DIN and DKE
( 2024-03-13 ) On 5 March 2024, the European Court of Justice (ECJ) ruled that EU citizens have a right of free access to certain harmonized European Standards vis-à-vis the European Commission if these standards lay down specific safety requirements for products or services. Specifically, the lawsuit concerned four technical standards for toys. At the same time, the ruling does not call into question the copyright protection of harmonized standards - and therefore it also does not call into question the established European standardization system, which has functioned well for decades. Report: Standards Dialogue Germany - Korea
( 2024-03-12 ) The German Korean Standards Dialogue (S-Dialogue) took place in Frankfurt am Main, Germany on 7 December 2023. The S-Dialogue is organized by the four standardization organizations DIN, DKE, KATS and KSA. This dialogue aims to strengthen the standardization cooperation between South Korea and Germany. In several sessions both, strategic and technical issues were explored by the leaders from all four standardization organizations as well as technical experts from industry. Copyright protection of Harmonized Standards not in question – however, there is an overriding public interest in their disclosure
( 2024-03-05 ) Today the European Court of Justice (ECJ) delivered its judgment in Case C-588/21 P concerning public access to four Harmonized Standards under Regulation 1049/2001. The judgment does not call into question that Harmonized Standards are subject to copyright protection. The ECJ finds that there is an overriding public interest in the disclosure of Harmonized Standards under Regulation 1049/2001, and therefore annuls the European Commission’s decision to refuse access to the four standards requested. CEN and CENELEC, as two of the official European Standardization Organizations (ESOs), and their members – the National Standardization Bodies and National Committees in 34 European countries line DIN and DKE – welcome that the Court does not follow the main argument of the applicants and the Advocate General, who had proposed to exclude copyright protection for Harmonized Standards in general.
