The following people, who are authorized by an organization based in Germany, continue to be exempt from the obligation to pay contributions to national and international standardization work: 

• Experts from the public sector
• Experts from public research institutions 
• Non-commercial end consumers
• Experts with the status “Gast zur Aufnahme” (Guest for admission)
• Experts with the status “MN” (employee authorized by another standards committee)
• Bodies that do not directly develop standards, such as steering, control and innovation bodies and coordination centres
