Abstract

This Guide outlines the rules for drafting and presenting candidate performance harmonized European Standards (hENs) for construction products under Regulation (EU) 2024/3110, known as the Construction Products Regulation CPR-2024. These standards are subject to a standardization request according to Article 5 of CPR-2024. This Guide gives rules which are additional to the CEN-CENELEC Internal Regulations (IR) - Part 3 (based on ISO/IEC Directives, Part 2) when this is necessary because of the special provisions of harmonized product standards in the construction sector. This Guide applies to all new candidate hENs and for new Work Items (WIs) revising/amending existing hENs included in a standardization request in support of CPR-2024. This guide does not include rules for candidate harmonized European Standards under Regulation (EU) No 305/2011 or for those harmonized European Standards within the framework of Regulation (EU) 2024/3110 that are subject to a standardization request according to Article 7 of this Regulation.
