Overview

This part of VDE 0682 is applicable to portable voltage detectors, with or without a built-in power source, for use in electrical systems with AC voltages of 15 kV (single-phase systems grounded at one end) and 110 kV (single-phase systems grounded at the center) at a frequency of 16,7 Hz. This document applies only to capacitive voltage detectors that come into contact with the non-insulated parts of the system to be tested during use, as a related type of construction including their insulating part. Other types of voltage detectors are not covered in this document. Voltage detectors with automatic range setting (formally "multi-range voltage detectors") are not covered in this document. Several restrictions or formal prohibitions on their use apply to factory-made switchgear in accordance with DIN EN 62271 (VDE 0671) due to insulation coordination, on overhead lines of electric railways, and in networks without a star point reference (neutral point). In networks without a star point reference (neutral point), the insulation level is adjusted to the highest possible voltage to ground (protective potential). Products designed and manufactured in accordance with this document contribute to the safety of users, provided they are used by persons who have been instructed in working at a safe distance and that this work is carried out in accordance with the instructions for use. Unless otherwise specified, all voltages specified in this document refer to values of phase-to-phase voltages in three-phase networks. In other networks, the corresponding phase-to-phase or phase-to-earth (protective potential) voltages are used to determine the operating voltage. The voltage detectors described in this standard are not suitable for use in overhead line systems. Voltage detectors for 15 kV, 16,7 Hz overhead line systems are described in DIN VDE 0681-6 (VDE 0681-6). This document only deals with the associated design in class S. The standard differs from DIN VDE V 0682-421 (VDE V 0682-421): 2014-09 and DIN VDE V 0682-421 Corrigendum 1 (VDE V 0682-421 Corrigendum 1):2019-07 as follows: a) the scope of application has been clarified, with the explanation that only direct contact with the part to be tested is reliable for these contact voltage detectors. The reason for this is that tests on painted or coated conductors led to incorrect readings, as these non-conductive paints or coatings act as capacitors with varying capacities depending on their thickness. This capacitance affects the response voltage; b) a contact probe has been introduced as a new type of non-conductive contact electrode; c) a new design "exclusively for outdoor use" has been defined and included in the requirements and test procedures; d) if foreseeable misuse can be ruled out, then a selector switch for voltage and frequency is permissible; e) the markings for voltage detectors with low interference voltage have been clarified; f) the display groups have been clarified and requirements and tests for the "ready for operation" and "standby" states have been added; g) requirements and tests for electromagnetic compatibility have been introduced; h) an example of a good electrical connection during testing has been introduced; i) a dielectric test has been introduced for tubes and rods not covered by IEC 60855-1 or IEC 61235; j) the former Annex E (Mechanical impact tests - Pendulum method) has been deleted (see IEC 60068-2-75, pendulum method) and replaced with information and guidance on the use of the limit mark and contact electrode extension; k) the order of Annex E and Annex F has been swapped to make it easier for the reader to link the classification of faults (Annex D) and the rationale for this classification (new Annex E); l) a new informative Annex H has been written to include information on further developments of voltage detectors based on practical experience; m) editorial changes have been made in order to harmonize the document with other newly published standards.
