Overview

This standard defines relevant requirements set out in Annex I of the EC Machinery Directive 2006/42/EC, relating to machines which were placed on the European Economic Area (EEA) market for the first time, with the intent of simplifying the means of proving conformity with such requirements. Once this standard is designated a harmonized standard in the Official Journal of the European Communities, the manufacturer applying this standard may assume compliance with the requirements of the Machinery Directive (the so-called presumption of conformity). This document applies to concrete compactors and smoothing machines as described in clause 3 and illustrated in Annex A and Annex B. This standard also applies for hand-held motor-operated concrete vibrators as described in EN 60745-2-12:2003, but with the additional safety requirements for electronically controlled systems as described in this standard (see 5.2.1.2). This document does not deal with auxiliary equipment which provides the energy for internal and external vibrators, for example, air compressors, hydraulic power sources and voltage transformers. This document does not apply to remote-controlled or portable smoothing machines and self-acting (robotic) smoothing machines. This document deals with all significant hazards, hazardous situations and events relevant to concrete compactors and smoothing machines, when they are used as intended and under the conditions foreseen by the manufacturer. This document specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards. This standard also includes measures to consider reasonably foreseeable misuse. This standard deals with the machine-specific significant hazards, describes the associated safety requirements and/or safety measures and the requirements for the information for use. This standard contains the German version of EN 12649:2008+A1:2011, which has been prepared by Technical Committee CEN/TC 151 "Construction equipment and building material machines - Safety" (secretariat: DIN, Germany) of the European Committee of Standardization (CEN). The following modifications have been made with respect to DIN EN 12649:2008-10: a) update of the foreword; b) modification of the safety requirements and/or protective measures in 5.2.3.6 and 5.2.4.6; c) modification and update of the information of use in clause 7; d) deletion of the informative Annex ZA on the relationship between this European Standard and the essential requirements of EU Directive 98/37/EC; e) update of the informative Annex ZB on the relationship between this European Standard and the essential requirements of EU Directive 2006/42/EC. During the preparation of the standard, the national interests were represented by Committee NA 060-13-07 AA "Betontechnik" ("Concrete technology") of Technical Section Bau- und Baustoffmaschinen (Construction equipment and building material machines) of the Mechanical Engineering Standards Committee (NAM) at DIN. Representatives of manufacturers and users of concrete compactors and smoothing machines, as well as representatives of professional and trade associations were involved in the preparation of the standard.
