Overview

DIN 19698-1 specifies binding rules for the uniform procedure during physical, chemical and biological analyses in connection with the recycling or disposal of solids. Part 1 gives a guideline for the segmental sampling of stockpiles of unknown composite. The analyses of the samples taken as well as the evaluation of the results are not covered. The typical composition of solids in their fragmented or particle size, and material composition/contents, extends from homogeneous to extremely heterogeneous. Thus, the determination of a material characteristic can only almost be reliable stated with a sufficient statistical number of samples in relation to the volume of the stockpile. However, it has been observed in practice that a statistically completely insufficient number of samples is taken and analysed due to superficial considerations (presumed savings of sampling and analyses costs). Firstly, in doing so, the risks for misjudgement and erroneous classification are being disregarded which, on the one hand, can lead to immense subsequent costs due to an unnecessary higher-grade disposal level, as appropriate, and, on the other hand, to irreversible consequential damage to the environment. Secondly, this currently leads to exceptional distortions of competition of the samplers and disposal companies. But ultimately, this is a matter of assessments regarding the l necessary level of disposal and judicial assessment of environmental offences in this area. DIN 19698-1 is a guideline, for example, for waste producers and recyclers, samplers, disposal companies, landfill operators, official control and monitoring measures. Its application contributes to environmental protection. It is a generic standard with a wide scope in the field of waste disposal. The benefit in waste management is the objectification both of the sampling effort and waste evaluation. Cost saving, on the one hand, may or may not happen at the waste producer; this can result in higher disposal costs than expected. On the other hand, consequential damage as well as subsequently necessary restoration costs can be avoided. This standard is related to the legal regulations, as stipulated in DepV (German Landfill Ordinance). The body responsible for this standard is NA 119-01-02-01 UA "Probenahme" ("Sampling") at DIN.
